17 October 2026 | Working requirements draft
The platform must serve established research institutions and people innovating in districts and rural communities. It must support discovery, assisted applications, technical assessment, development support, accountability and growth.
This process map identifies what happens, who handles it, the information required, and the conditions for progressing to the next stage. Documented requirements and proposed adaptations are distinguished. Programme policy and approval questions remain TBC.
| Institutional route | Grassroots route |
|---|---|
| University, research institution or established enterprise | Individual, local enterprise or community innovator |
| Direct registration and institutional information | Direct or assisted registration, followed by local context and evidence validation |
Both routes feed into an appropriate support pathway: application, evaluation, decision, agreement, milestones, funding, technical support, monitoring, growth, closeout and follow-up.
District validation establishes local facts and context. Technical evaluation and funding approval remain separate responsibilities. Identification as an innovator does not automatically establish eligibility for a funding award.
NRIP section references below refer to the August 2026 Operational Framework. Earlier requirements refer to the existing Innovate Uganda requirements transcript and project profile. Proposed routing and permissions require policy confirmation.

The institutional route can request institutional documents and evidence of research capacity. A rural individual may need help describing a working solution before producing a formal proposal. Initial registration should therefore use proportionate requirements.
These are proposed adaptations unless already identified as an earlier requirement in the inventory. Continuous registration and competitive funding calls remain separate: innovators can register throughout the year, while grant applications follow specific calls and deadlines.
The August 2026 framework describes NRIP. The existing portal is framed around Innovate Uganda. Confirm whether Innovate Uganda is an intake and development pathway into NRIP or has a broader remit before treating every NRIP provision as an approved portal rule.

This is a requirements extraction, not a live implementation audit. The protected workspace was not inspected during this review. Draft proposals, programme approval and unresolved policy choices remain TBC.
